NC lawmakers look at auto insurance risks, costs | Washington ...

Is it more important to keep overall car insurance premiums low, or to make sure everyone's paying what they deserve?

North Carolina legislators once again examining the unique rate-setting system for the state's roughly 7 million insured personal vehicles will be hard pressed in 2012 to agree whether changes are needed to address the balance between insurance risks and costs. Insurers are divided on the issue.

Proposals floated in 2011 at the General Assembly to alter the system could have lowered rates for bad drivers considered too risky for conventional insurance. But supporters of the current system say the bills would have raised rates on many others who have neither caused accidents nor been convicted of speeding recently, yet still sit in the state's large high-risk pool.

"I don't think you have a clear consensus among the industry that they want change," said David Marlett, a professor and insurance expert at Appalachian State University.

The proposals are about better matching premium rates with the level of risk each driver presents, according to a group of insurers led by national industry leader State Farm, along with Geico, Progressive and trade associations seeking a system overhaul. They say they're hamstrung in what they can charge customers because all auto insurers file one combined annual plan to raise or lower rates together through what's called the North Carolina Rate Bureau. The state insurance commissioner can approve or change those rates.

The coalition supported legislation filed this year that would have eliminated the Rate Bureau for auto insurance and given insurance companies more authority to raise or decrease rates by up to 15 percent overall annually without the commissioner's consent.

"It's an antiquated system that was used way long ago and no longer has a purpose in today's marketplace," said Liz Reynolds with the National Association of Mutual Insurance Companies, a member of the Fair Automobile Rates for North Carolina coalition.

Nationwide Insurance, which has the No. 1 automobile market share in the state, along with North Carolina Farm Bureau Insurance at No. 3, and others, aren't in the coalition. Nationwide says the rate-filing mechanism promotes stability and hasn't discouraged insurers from writing policies in North Carolina.

Depending on who's calculating, North Carolina's average premium rates rank 7th or 8th lowest in the country.

"North Carolina has a system that is fair and competitive. There is no reason to dismantle it," Nationwide spokesman Eric Hardgrove said.

Commissioner Wayne Goodwin, who strongly opposed the 2011 bills, said the changes would have harmed the public.

"You'd have more people who have no convictions and no points getting higher rates," Goodwin said in an interview. "That's unfair, and I don't think that's the way North Carolina wants our drivers treated."

The Republican-led Legislature agreed to study the auto insurance system over the next few months, only three years after a similar panel created under Democratic rule covered the same ground. A key GOP leader said he's unsure whether changes are needed.

"Whatever we do, we really don't want to increase our premiums on consumers," said Sen. Tom Apodaca, R-Henderson, co-chairman of the new study commission that will report to the full Legislature in time for the May work session.

Arguments have focused again upon North Carolina Reinsurance Facility, the pool for drivers that insurers aren't willing to insure at the rates worked out through the Rate Bureau and Goodwin. North Carolina state law requires liability insurance for drivers.

About one in every five insured automobiles in the state are placed in the facility. The pool includes drivers considered bad risks because of their driving history. They pay rates about 30 percent higher than the rates in the conventional market.

But more than 70 percent of the pool's population involves experienced motorists who haven't been cited for violations in at least three years. These "clean risk" motorists don't pay the additional 30 percent, but their premiums fall $151 million short of what it takes to cover their losses and expenses, according to a presentation at the committee's first meeting this month.

To make up the difference, the facility issues a surcharge on liability policies statewide that's currently $17 a year on average, bureau general manager Ray Evans said.

Goodwin, a Democrat seeking re-election in 2012, pointed to a 2006 department review of criteria insurance companies said they used when deciding whether to surrender these policies to the facility to suggest who could face higher rates. The review found insurers sometimes looked at credit scores, occupations, types of car driven, education levels and even if the person is in the military.

Marlett suggested lawmakers could consider granting flexible rates to encourage insurers to take on more bad risks currently in the pool. The change would lower the facility size, and the surcharge for everyone could fall.

That, however, doesn't resolve the huge number of clean risks in the pool. Some argue allowing insurers to charge higher rates for clean risk could raise the percentage of drivers who avoid insurance altogether.

There are good things about North Carolina's market, Marlett said. It's competitive, average premiums are low and auto insurers make profits. But the size of the facility should raise flags, Marlett said.

"We have the largest one in the nation by far, and that's the sign of an unhealthy market," he said.

Construction to begin soon on 'prototype' Apple store in downtown Palo Alto

Work is set to begin "any day now" on a prototype Apple store in downtown Palo Alto, according to city planning officials.

The city issued a building permit Dec. 12 for the new two-story glass and stone structure at 340 University Ave., about a block away from Apple's existing downtown store.

An application to tear down the old Liddicoats building that occupies the 9,250-square-foot lot is nearly complete, according to Yvette Sheets-Saucedo, a LEED accredited professional with the city's Development Center. The Z Galleries furniture store was its most recent occupant.

Meanwhile, construction crews have completed a pedestrian bypass tunnel in front of the site.

According to plans filed with the city, a curved glass roof would allow natural light to flood the 15,030-square-foot store. Architectural firm Bohlin Cywinski Jackson, which has won numerous awards for its work on other Apple stores, is listed as the project applicant.

"The intention of this store is to provide a large open retail area that is visible from outside," Palo Alto planning manager Steven Turner said. "That's what makes this store unique."

The new store is a "new prototype for the applicant" and a "commons for the applicant's community to gather," according to a project description letter.

The existing Apple store at 451 University Ave. is expected to close once work wraps up on the new digs.

Apple declined to discuss the new store in detail

Wednesday.

"Our Palo Alto store was one of our first retail stores when we opened it nearly a decade ago and it's been incredibly popular," company spokeswoman Amy Bessette said in a prepared statement. "We are planning a beautiful new store just a few steps away, building on everything we've learned from our customers in Palo Alto and around the world.

U.N. assembly holds "minute" of silence for Kim Jong-il (Reuters)

UNITED NATIONS (Reuters) ? The U.N. General Assembly granted a request from North Korea and held a few moments of silence on Thursday for Kim Jong-il, the country's former leader who died on Saturday, though Western delegations boycotted it.

Nassir Abdulaziz Al-Nasser, president of the 193-nation assembly, called for a "minute of silence" before the start of a routine meeting at 3:00 p.m. EST in the half-empty U.N. General Assembly hall.

"It is my sad duty to pay tribute to the memory of the late Kim Jong-il, Secretary-General of the Workers Party of Korea, Chairman of the National Defense Commission of the Democratic People's Republic of Korea and Supreme Commander of the Korean People's Army, who passed away on Saturday, December 17," he said.

The minute of silence lasted for 25 seconds before Nasser proceeded with the scheduled meeting. The United States, European Union member states and Japan were among the countries that boycotted the tribute to Kim Jong-il.

North Korea's U.N. mission made a similar request to the Security Council, but Western diplomats said it was rejected.

"We didn't think it would be appropriate," a diplomat told Reuters on condition of anonymity.

Several Western diplomats said Pyongyang's request for Kim to be honored was highly unusual. They voiced surprise that Nassir had granted it and added that their delegations would most likely boycott the moment of silence in the assembly.

Speaking at a news conference, Nasser cited "protocol" as the reason for agreeing to the request from North Korea, a full U.N. member. One diplomat said the reason for granting the request was probably because Kim was an acting head of state.

Pyongyang is under Security Council sanctions due to Kim Jong-il's nuclear weapons program, which Western officials say ate up huge sums of money that could have been used to help feed North Korea's starving population.

An official at the Czech Republic's U.N. mission said the Czechs did not request a similar moment of silence for Vaclav Havel, the playwright-turned-dissident who died on Sunday.

The former Czech president was the leader of Czechoslovakia's 1989 "Velvet Revolution," in which he oversaw the peaceful transition from communism to democracy.

Bari Zell Weinberger, Esq.: 6 Ways Divorced Parents Can Get More Time With Their Children During the Holidays

Holidays usually mean family time. If you are divorced or legally separated and your scheduled parenting plan says your children will be spending the holidays with your ex-spouse, you might be wondering how you can make some arrangement to still see your children.

There are a number of ways for you to negotiate more time with your children. While some of these ideas may be easier than others, each are practical solutions that we have seen work for many of our divorced and separated clients over the years. We are pleased to provide you with our "top 6" list:

1. Simply ask your ex-spouse for more time. You may be surprised how willing your ex is to accommodate your request for more time, especially if you are polite, respectful, and can convey that it is in the children's best interest for this change to take place. Some consideration now may buy good will in the future and a reciprocal courtesy. A simple request can often lead to better flexibility and co-parenting into the future.

2. Offer to babysit the children. Rather than asking to take the children somewhere (i.e. to a movie, to dinner, etc.), offer to babysit them either at your house or your ex's (whatever your ex prefers). Your offer could be especially welcome during the holidays, as it is likely that your ex has parties to attend and shopping to do. Plus, you'll be saving your ex money on the costs of a babysitter.

3. Suggest a special event for the children. It may be possible for you to spend time with your children outside of scheduled visitation times by suggesting a special event that the children would enjoy -- such as going to see special holiday festivities happening in your town, having an annual cookie bake get together with good friends or some of the children's relatives, or going to a professional sporting event where the tickets were given to you as a holiday gift. It will be more persuasive if the event is on for a limited time (such as seeing The Nutcracker ballet, which is on stage for only a few weeks during the holidays).

4. Offer to pick-up your children. Your ex may welcome your offer to pick up the children from an activity that you otherwise normally wouldn't. You can also ask your ex for consent to take the children out for pizza or ice cream for an hour before dropping the children off.

5. Offer to host a "sleep over". This may work really well if your ex is planning on ringing in the new year at a party. Tell your ex to enjoy a well-deserved "night off" by letting you host a sleepover at your house, where your children can invite a friend.

6. Use Skype/webcam. For this to work, your children obviously need to have access to Skype and a webcam. Technology like this can help you stay in communication with your children on a more regular basis. So, take advantage of them when you can but remember to be respectful of bedtimes and other household rules.

In addition to the 6 options noted above, there are other ways to keep you better connected with your children when they are not physically in your care, such as:

- Calling or texting your children on their cell phones.
- Posting messages and photos via Facebook.

True, these technology-enhanced options are not the same as real "face time," but they are still meaningful ways of staying connected with your children in a manner that is appropriate, and won't offend your ex - or ruin your chances of negotiating more time in the future.

To successfully negotiate more time with your children, you would obviously need to have a pretty good relationship with your ex. If your ex is not open to accommodating any of your requests, and you feel that a change in parenting time is necessary, you can always elect to file a motion for modification of child custody or visitation. Additionally, if you find that your scheduled time with your children is being withheld by your ex-spouse, you can file an enforcement motion with the court to compel compliance.

Golden Globe Nominations Led By 'The Artist'

Silent black-and-white film earns six nods, while 'The Descendants' and 'The Help' rack up five each.

The stars woke up early Thursday (December 15), hoping to hear their names when the nominations for the 69th annual Golden Globes were announced. Without many front-runners in the major categories, the Globe nominations gave one of the first serious indications of how the Academy Awards will play out in February. "The Artist," with six nominations, and "The Descendants" and "The Help," with five each, cemented their place at the top of the Best Picture race.

"The Artist," the silent, black-and-white tribute to old Hollywood, wowed audiences during the festival circuit and earned the most nods. In addition to its nomination for Best Motion Picture - Musical or Comedy, both Jean Dujardin and Bérénice Bejo walked away with acting nominations for their mostly silent roles. Writer/director Michel Hazanavicius earned mentions for both of his duties on the film.

The big surprise from the Hollywood Foreign Press Association ended up being "Ides of March," the George Clooney-directed political drama that found mild success with critics but fell behind in the early weeks of awards season. It scored four nominations in all.

Also on the board with four total nominations was "Moneyball," the true-life drama about the changing world of baseball starring Brad Pitt. Pitt earned a nomination for Best Lead Actor - Drama, while co-star Jonah Hill earned a Supporting Actor nod. "Moneyball" also racked up nominations for Best Motion Picture - Drama and for the screenplay written by Steven Zaillian, Aaron Sorkin, and Stan Chervin.

Two of Hollywood's biggest stars repeated with two nominations in major categories. "The Ides of March" co-stars Ryan Gosling and Clooney both doubled up on awards. Gosling snagged leading actor nods in both the drama and comedy categories for "The Ides of March" and "Crazy, Stupid, Love," which surprised by not getting a Best Motion Picture - Musical or Comedy nomination. Clooney also walked away with two, one for his directing efforts with "The Ides of March" and one for his lead role in "The Descendants."

"Bridesmaids" earned a nomination in the Best Motion Picture - Musical or Comedy category. Actress (and co-writer) Kristen Wiig scored a nomination for Best Actress - Musical or Comedy, but co-star Melissa McCarthy, the awards favorite from the film, failed to capture the HFPA's attention for Supporting Actress.

A potential awards dark horse, "Harry Potter and the Deathly Hallows - Part 2" had gained some momentum with an extensive "For Your Consideration" ad campaign, but the HFPA didn't hand out any awards to the blockbuster series' final chapter, as some had predicted.

For television, the biggest story may be the shakeup in both of the Best Series categories. New series dominated both categories, taking up seven of the 10 spots with nominations for "American Horror Story," "Boss," "Game of Thrones," "Homeland," "Enlightened," "Episodes" and "New Girl." "Breaking Bad," a critical favorite, went unrecognized, aside from Bryan Cranston's lead actor nomination. Former awards mainstay "The Office" received no nominations.

Illinois House Republicans Propose Cutting Corporate Income Tax (ContributorNetwork)

According to the Chicago Tribune, Illinois House Republicans have proposed reducing increase on corporate income tax that was initially passed in January by Democrats, which hiked the corporate tax income from 4.8 percent to 7 percent. Alternatively, Republicans are seeking a gradual rollback by dropping the rate to 6 percent in 2013 and dropping it back to 4.8 percent in 2014.

In light of this new proposal, Illinois Gov. Pat Quinn stated that cutting the tax rate would create a budget hole of $1 billion and ultimately harm the state's education system. Here are some facts on the recent struggle to keep businesses in the state:

* The Wall Street Journal reported that this week the Illinois General Assembly approved a tax break package for companies in an attempt to keep Sears Holdings Corp., CME Group Inc., and CBOE Holdings Inc. after they threatened to leave the state.

* CME had threatened to leave after the state when the corporate tax was hiked to 7 percent in January, claiming that the increase led to an additional $50 million tax bill.

* A report from the Medill School at Northwestern University indicated that in August, the increase was yielding the state's desired results, specifically a 40 percent increase in revenue to $2.3 billion from $1.7 billion between fiscal years 2010 and 2011.

* The corporate tax enacted within the first few weeks of 2011 is not intended to be permanent and will drop back to 5.25 percent in 2015 and 4.8 percent in 2025, a decline Republicans and businesses claim is too slow.

* Manufacturer Modern Drop Forge left Illinois in August, moving operations and 240 jobs from Blue Island to Merrillville, Indiana, as a result of the rise in corporate income tax, reported WBEZ.

* Indiana took advantage of Modern Drop Forge's interest in leaving Illinois by offering $2 million in performance-based tax credits and up to $200,000 in job training grants.

* Since the hike, the state of Illinois has the third-highest corporate income tax in the country, up from previously claiming the 21st highest spot, according to CNN Money.

* Businesses have spoken out against the tax hike, which is in addition to a 2.5 percent surcharge, saying that it will not allow for them to create more jobs or invest in increasing their production and improving their operations.

* By pushing for a rollback of the tax, House Republicans are looking to stop the state from giving handouts to companies threatening to leave the state and cutting jobs for residents.

Santo elected to Hall of Fame by veterans panel (AP)

DALLAS ? Ron Santo was elected to baseball's Hall of Fame on Monday, chosen by the Veterans Committee nearly a year to the day after the Chicago Cubs third baseman died hoping for this honor.

Santo breezed in with 15 votes from the 16-member panel. It took 75 percent ? 12 votes ? to get chosen.

Santo was a nine-time All-Star, hit 342 home runs and won five Gold Gloves. He was a Cubs broadcaster for two decades, beloved by his fans eagerly rooting for his favorite team on the air.

Jim Kaat was second with 10 votes, Gil Hodges and Minnie Minoso each drew nine and Tony Oliva got eight on the 10-person Golden Era ballot. Buzzie Bavasi, Ken Boyer, Charlie Finley, Allie Reynolds and Luis Tiant each received under three votes.

Santo joined former Cubs teammates Ernie Banks, Billy Williams and Ferguson Jenkins in the Hall. That famed quartet did most everything at Wrigley Field through the 1960s and early 1970s except reach the World Series.

"It's really exciting because so many years that we had parties over to his house in spring training saying this is the year, I'd tell him this is the year you're going in the baseball Hall of Fame," Williams, a member of the voting panel, said at the baseball winter meetings.

"With Ernie, myself and Fergie, those players he played with ... to hear this kind of news today that he's inducted in the baseball Hall of Fame is really gratifying because so many times that we talked about it, it's a place he wanted to be," he said. "I'm really, really thrilled for him and his family. The one thing, of course, is he's not here to enjoy it, but his family will."

A star while playing with diabetes, a disease that eventually cost him both legs below the knees, Santo died Dec. 3, 2010, from complications of bladder cancer at age 70.

Santo will be inducted into Cooperstown on July 22, along with any players elected by members of the Baseball Writers' Association of America on Jan. 9. Bernie Williams joins Jack Morris, Barry Larkin and others on that ballot.

Santo never came close to election during his 15 times on the BBWAA ballot, peaking at 43 percent ? far short of the needed 75 percent in his last year of eligibility in 1998.

He had gotten closer in previous elections by the Veterans Committee. The panel has been revamped several times in the last decade, aimed at giving a better look at deserving candidates.

"I kept thinking that he would get in then, then, then and finally he got in, but it's a little too late for him to be there," said another veterans panel member, Hall of Fame third baseman Brooks Robinson. "It's hard to figure out why he hasn't gotten in sooner."

"He's just a terrific guy, he's baseball through and through, he's done a lot for the game of baseball in his career, and he's been though a lot of hardships physically and he was just a terrific player," he said. "He certainly belongs in the Hall of Fame. A long time coming. No one knows the reason he didn't get in when the writers were voting, but this process we have has been the fairest, I think."

Santo is the 15th third baseman in the Hall, including three from the Negro Leagues. He was a career .277 hitter and hit at least 30 homers every season from 1964-67.

Santo made his debut at 20 with the Cubs in 1960 and played his whole career with them until finishing with the crosstown White Sox in 1974.

Like Banks, Santo never got to play in a World Series. They came close in 1969, overtaken in the stretch by a New York Mets team managed by Hodges, the former Brooklyn star first baseman.

85-year-old says she was strip searched at JFK (AP)

NEW YORK ? An 85-year-old New York grandmother said Saturday she was injured and humiliated when she was strip searched at an airport after she asked to be patted down instead of going through a body scanner.

Lenore Zimmerman said she was taken to a private room and made to take off her pants and other clothes after she asked to forgo the screening because she worried it would interfere with her defibrillator. She missed her flight and had to take one 2 1/2 hours later, she said.

"I'm hunched over. I'm in a wheelchair. I weigh under 110 pounds," she said from her winter home at a seniors community in Coconut Creek, Fla. "Do I look like a terrorist?"

But the Transportation Security Administration said in a statement Saturday no strip search was conducted.

"While we regret that the passenger feels she had an unpleasant screening experience, TSA does not include strip searches as part of our security protocols and one was not conducted in this case," the statement read.

Zimmerman was dropped off by her son at Kennedy Airport for a 1 p.m. flight Tuesday to Fort Lauderdale, Fla., on JetBlue, she said. She arrived to the ticket counter around 12:20 p.m. and headed for security in a wheelchair, her small, metal walker in her lap.

She's been traveling to Florida for at least a decade and has never had a problem being patted down until now, she said. "I worry about my heart, so I don't want to go through those things," she said, referring to the advanced image technology screening machines now in place at the airport.

As a result, she said, she was taken into the private screening room by one agent and made to strip.

A review of closed-circuit television at the airport showed proper procedures were followed, Jonathan Allen, a TSA spokesman, said in a statement.

"Private screening was requested by the passenger, it was granted and lasted approximately 11 minutes," the statement read. "TSA screening procedures are conducted in a manner designed to treat all passengers with dignity, respect and courtesy and that occurred in this instance."

The private screening was not recorded.

Zimmerman, who spends half the year in Long Beach, N.Y., said she banged her shin during the process and it bled "like a pig," partly because she is on blood-thinning medication. She said an emergency medical technician patched her up, but she was told to see a doctor when she arrived in Florida to make sure the wound didn't get infected. There are no records indicating medical attention was called on her behalf.

"I don't know what triggered this. I don't know why they singled me out," she said.

Her son Bruce Zimmerman said he'd like to see someone fired and screeners re-trained after his mother's ordeal.

"My mother is a little old woman. She's not disruptive or uncooperative," he said Saturday. "I don't understand how this happened."

He said she's had an increasingly difficult time traveling, especially since her husband died a few years ago. She has two grandchildren, and her older son, a doctor, died in 2007.

Meanwhile, Lenore Zimmerman said she was healing, planned to go to the grocery store on Saturday and take it easy. The weather was about 76 degrees and sunny, and she's not headed back to an airport until April when she returns to New York.

"Thank goodness," she said. "It will give me some time to brace myself for the return flight."

Concern grows for US man kidnapped in Pakistan

Concern was growing Friday for the safety of American development expert Warren Weinstein, who was kidnapped from home in Pakistan in August.

Al-Qaida leader Ayman al-Zawahri said in an audio recording issued on Islamist websites late Thursday that his organization had captured "this man who has had an active part in American aid to Pakistan since the seventies."

However, sources told NBC News on Friday that there were strong indications that Weinstein, 70, had been passed to a dreaded faction of the Pakistani Taliban.

They said he was presently in the custody of militants led by Commander Tariq Afridi, operating in the gun-manufacturing, semi-autonomous tribal region of Darra Adamkhel.

It is the same militant group that kidnapped a Polish engineer, Piotr Stancza, from Attock area of Punjab province on Sept. 28, 2009. Stancza was later executed after their demands for money and a release of prisoners were not met by the government.

Some sources said that Weinstein was kidnapped by another group and later sold to Afridi, NBC News reported.

Ruthless
He is considered the most ruthless among his militant colleagues and is known for his harsh policies.

In the al-Qaida Internet statement, Zawahri said the group's demands for Weinstein's release included the release of all those held by the United States at the Guantanamo detention center and all others imprisoned for ties to al-Qaida or the Taliban. The statement was translated by the SITE group, which says it monitors the "jihadist threat."

He also demanded an end to air strikes by the United States and its allies against militants in Pakistan, Afghanistan, Yemen and Somalia and Gaza.

Zawahri specifically demanded the release of high-profile militants including Ramzi Yousef, imprisoned in the United States for the 1993 bombing of the World Trade Center, and Sheikh Omar Abdel Rahman, serving a life sentence for plotting to attack the U.N. headquarters and other New York City landmarks.

"Your problem is not with us but with (President Barack) Obama. We have raised fair demands. ... So continue to pressure Obama, if you want your relative to be handed back," Zawahri said, addressing Weinstein's family, according to SITE.

The audio recording, which was issued on Islamist websites, also said that a senior al-Qaida leader based in Pakistan known as Attiyatullah had been killed in a U.S. air strike in August.

"Just as the Americans detain all whom they suspect of links to al-Qaida and the Taliban, even remotely, we detained this man who has had an active part in American aid to Pakistan since the seventies," Zawahiri added.

He said that Attiyatullah, a Libyan militant whose real name was Jamal Ibrahim Ashtiwi al-Misrati, escaped a first air strike but was killed along with his son Issam in a second bombing on August 23.

"He was martyred, may God have mercy on him ... by bombing by a crusader spy plane," Zawahri said.

'We remain concerned'
The U.S. State Department is aware of the statement and continues to work with Pakistani authorities leading the investigation, a spokeswoman said.

Weinstein had been working on a project in Pakistan's northwestern tribal areas where Pakistani troops have been battling Islamist insurgents for years.

"We remain concerned for Mr. Weinstein's safety and well-being," said Joanne Moore, spokeswoman for the State Department.

The government had been in contact with Weinstein's family in the United States, she said.

"U.S. officials, including the FBI, are assisting in the Pakistani-led investigation," she said, declining to give additional information on the case due to privacy considerations.

"The United States condemns kidnappings of any kind and we call for the immediate release of the individual and the prosecution of those responsible," Moore said.

Zawahri succeeded Osama bin Laden after he was killed in an operation by U.S. forces in Pakistan in May after a decade-long worldwide hunt.

Hillary Clinton, Aung San Suu Kyi Vow To Work Together To Bring Democracy To Myanmar

YANGON, Myanmar ? In a striking display of solidarity and sisterhood between two of the world's most recognizable women, U.S. Secretary of State Hillary Rodham Clinton and Myanmar opposition leader Aung San Suu Kyi vowed on Friday to work together to promote democratic reforms in Suu Kyi's long-isolated and authoritarian homeland.

Wrapping up a historic three-day visit to Myanmar, the first by a secretary of state to the Southeast Asian nation in more than 50 years, Clinton and Suu Kyi held hands on the porch of the lakeside home where the Nobel peace laureate spent much of the past two decades under house arrest. Clinton thanked her for her "steadfast and very clear leadership."

Suu Kyi has welcomed Clinton's visit and tentatively embraced reforms enacted by Myanmar's new civilian government. She thanked the secretary and U.S. President Barack Obama for their "careful and calibrated" engagement that has seen the United States take some modest steps to improve ties.

"If we move forward together I am confident there will be no turning back on the road to democracy," Suu Kyi said, referring to her opposition National League for Democracy party, the government, the United States and other countries, including Myanmar's giant neighbor China. "We are not on that road yet, but we hope to get there as soon as possible with the help and understanding of our friends."

"We are happy with the way in which the United States is engaging with us," she added. "It is through engagement that we hope to promote the process of democratization. Because of this engagement, I think our way ahead will be clearer and we will be able to trust that the process of democratization will go forward."

As she did in the capital of Naypyidaw on Thursday, Clinton said more significant incentives will be offered, but only if the government releases all political prisoners, ends brutal campaigns against ethnic minorities, respects the rule of law and improves human rights conditions.

"We are prepared to go further if reforms maintain momentum," Clinton said. "But history teaches us to be cautious. We know that there have been serious setbacks and grave disappointments over the past decades."

Clinton's meetings with Suu Kyi were the highlight of the U.S. secretary of state's visit to the long-isolated country known as Burma and forcefully underscored a U.S. challenge to Myanmar's leaders.

In addition to the modest incentives Clinton announced Thursday for the government, she said Friday that the U.S. would spend about $1.2 million for preliminary projects aimed at helping the people of Myanmar. The money will go to microcredit and health care initiatives and assistance to land-mine victims, particularly in rural areas.

Suu Kyi, whose party won 1990 elections that were ignored by the then-military junta but now plans to run in upcoming parliamentary elections, endorsed that approach and called for the immediate release of all political prisoners and cease-fires to end the ethnic conflicts..

Suu Kyi, a heroine for pro-democracy advocates around the world, said Clinton's visit represented "a historical moment for both our countries."

With U.S. assistance and pressure on the government, which is still backed by the military, she said she believed change was on the horizon for Myanmar.

"There have been times that Naypyidaw has weakened but I don't think it has ever really broken," she said.

The meeting was the second in as many days for the pair who bonded deeply at a three-hour, one-on-one dinner in Yangon on Thursday, according to U.S. officials. One senior official said the dinner marked the beginning of what appeared to be a "very warm friendship" between the former first lady, New York senator and presidential hopeful and Suu Kyi, who plans to re-enter the political arena in upcoming parliamentary elections.

"We have been inspired by her fearlessness in the face of intimidation and her serenity through decades of isolation, but most of all through her devotion to her country and to the freedom and dignity of her fellow citizens," Clinton told reporters after the meeting Suu Kyi.

Clinton said the two had discussed the "ups and downs and slings and arrows of political participation" at dinner and that Suu Kyi would be an "excellent member" of Myanmar's parliament but declined to discuss any electoral advice she may have given here.

Quantum Entanglement Links Two Diamonds

Usually a finicky phenomenon limited to tiny, ultracold objects, entanglement has now been achieved for macroscopic diamonds at room temperature

Diamonds have long been available in pairs?say, mounted in a nice set of earrings. But physicists have now taken that pairing to a new level, linking two diamonds on the quantum level.

A group of researchers report in the December 2 issue of Science that they managed to entangle the quantum states of two diamonds separated by 15 centimeters. Quantum entanglement is a phenomenon by which two or more objects share an unseen link bridging the space between them?a hypothetical pair of entangled dice, for instance, would always land on matching numbers, even if they were rolled in different places simultaneously.

But that link is fragile, and it can be disrupted by any number of outside influences. For that reason entanglement experiments on physical systems usually take place in highly controlled laboratory setups?entangling, say, a pair of isolated atoms cooled to nearly absolute zero.

In the new study, researchers from the University of Oxford, the National Research Council of Canada and the National University of Singapore (NUS) showed that entanglement can also be achieved in macroscopic objects at room temperature. "What we have done is demonstrate that it's possible with more standard, everyday objects?if diamond can be considered an everyday object," says study co-author Ian Walmsley, an experimental physicist at Oxford. "It's possible to put them into these quantum states that you often associate with these engineered objects, if you like?these closely managed objects."

To entangle relatively large objects, Walmsley and his colleagues harnessed a collective property of diamonds: the vibrational state of their crystal lattices. By targeting a diamond with an optical pulse, the researchers can induce a vibration in the diamond, creating an excitation called a phonon?a quantum of vibrational energy. Researchers can tell when a diamond contains a phonon by checking the light of the pulse as it exits. Because the pulse has deposited a tiny bit of its energy in the crystal, one of the outbound photons is of lower energy, and hence longer wavelength, than the photons of the incoming pulse.

Walmsley and his colleagues set up an experiment that would attempt to entangle two different diamonds using phonons. They used two squares of synthetically produced diamond, each three millimeters across. A laser pulse, bisected by a beam splitter, passes through the diamonds; any photons that scatter off of the diamond to generate a phonon are funneled into a photon detector. One such photon reaching the detector signals the presence of a phonon in the diamonds.

But because of the experimental design, there is no way of knowing which diamond is vibrating. "We know that somewhere in that apparatus, there is one phonon," Walmsley says. "But we cannot tell, even in principle, whether that came from the left-hand diamond or the right-hand diamond." In quantum-mechanical terms, in fact, the phonon is not confined to either diamond. Instead the two diamonds enter an entangled state in which they share one phonon between them.

To verify the presence of entanglement, the researchers carried out a test to check that the diamonds were not acting independently. In the absence of entanglement, after all, half the laser pulses could set the left-hand diamond vibrating and the other half could act on the right-hand diamond, with no quantum correlation between the two objects. If that were the case, then the phonon would be fully confined to one diamond.

If, on the other hand, the phonon were indeed shared by the two entangled diamonds, then any detectable effect of the phonon could bear the imprint of both objects. So the researchers fired a second optical pulse into the diamonds, with the intent of de-exciting the vibration and producing a signal photon that indicates that the phonon has been removed from the system. The phonon's vibrational energy gives the optical pulse a boost, producing a photon with higher energy, or shorter wavelength, than the incoming photons and eliminating the phonon in the process.

Dutch killer whale Morgan finds new home in Spain (AP)

MADRID ? A young killer whale at the center of a legal battle waged by Dutch conservationists has arrived at its new home on the Canary Islands, a spokeswoman for a Spanish zoo said Wednesday.

The 1,400-kilogram (3,085-pound) female orca named Morgan arrived at Loro Parque on the island of Tenerife late Tuesday after being flown from the Netherlands, Patricia del Ponte said.

Photographs issued showed the whale being lowered by crane in a cloth hammock into a pool tank at the park.

The estimated 3-year-old whale was rescued in shallow waters off the Netherlands in 2010.

The Dutch government permit that originally approved her capture said a Dutch dolphinarium could hold her and restore her health so she could be released.

But after the dolphinarium assembled a team of experts for advice, it was found she had little chance of survival in the wild unless her natal pod, or family, could be identified. Authorities then decided it should be transferred to Loro Parque, which already has several orcas.

Opposing experts for the "Free Morgan" group said the dolphinarium was guided by financial interests, rather than concern for the animal's well-being, and proposed a plan for reintroducing her to the wild.

International treaties prohibit the trade of killer whales ? which are actually classified as oceangoing dolphins ? without special permits. Fewer than 50 orcas are held in captivity worldwide and the bulk of them are owned by SeaWorld, a subsidiary of U.S. private equity giant the Blackstone Group L.P.

A female capable of breeding and introducing new genes into the pool of captive orcas is worth millions of euros (dollars).

Loro Parque said it would provide a home for the orca along with the five others it has.
